Sandy can see that there is a blue and red fish attached to that fin. It spots Sandy and kicks its tail to pick up speed before opening its jaws and trying to take a chunk out of the little Mudkip!

Sandy squeals in protest as a very sharp set of teeth close on him. What an unfriendly fish! He dives down to scoop up some sand from the bottom, flinging it up toward his assailant's eyes.
Clay winces sympathetically at the amount of damage one bite did to Sandy. Ow! Come on, let's show that fish who's boss. Nobody takes bites out of my friends like that!
Unfortunately, Clay's staff is still on shore, so he's going to have to rely on his fists and his Pokémon to deal with this fish. He kicks himself forward and brings his hand down on the fish in an overhand chop. He's broken rocks with this strike before; it's all about finding the right place to hit.

"Oof!" The force of the charge sends Clay under for a minute before he comes up spluttering. That one hurt - but he can see the fish is pretty hurt, too. Awfully fragile, it seems like... not that he can throw stones about that. Still, he should see about taking it out before it can do more damage with those teeth. He fishes the blue-and-white ball - his last one - out and tosses it at the fish!

Clay's ball easily captures the weakened fish.
Apparently it is called "Carvanha" (which the Poke Tome can tell him). It is level 12, Adamant, Male, with Strong Jaw.

Clay retrieves the ball (luckily it appears that Dive Balls float) and beckons Sandy up to him. I dunno if I want to deal with this guy. He seems pretty fragile... and also like kind of a jerk. But we'll bring him along for now, maybe one of the others wants him.
Baloo looks pretty impressed - there are a few splashes as he waves a paw in imitation of Clay's powerful chop from before. Looks like the cub can be taught!
Clay leads his Pokémon back toward shore, and pulls out a Potion for Sandy. He should probably be careful with those, as tight as his money supply is getting, but he's still got several, and Sandy's wound isn't as bad as it looked at first so healing him now might save him a worse injury later. Here you go, buddy. This should feel better.
Come to think of the money issue, maybe he should look for somebody to challenge. Might be his luck is turning around and he could earn some dough... He wanders along the beach, wondering who else he might find out here...

Apparently a little tune is enough to send Fan wobbling and falling. Clay blinks in disbelief. "Holy crap. It doesn't even look hurt. Where can I find one of those?"
He digs a couple of coins out of his pocket - with a slightly apologetic look, because he frankly doesn't have a lot more - and pays up with a sigh. Well, he'll try one more time. He's honestly not sure whether he's doing something wrong or if he's just suffering a tremendous run of bad luck.

Instead, Clay figures this is the time to fight teeth with teeth. "C'mon, Red Child! Show him what you've got in those jaws!"
