The ninja is in no real danger from their injuries, despite how it looks. Around the time you're considering what to do, the hermit shows up out of nowhere to collect the fallen ninja. He waves at you, then moseys on down the mountain, carrying the unconscious ninja over his shoulder. You lose sight of him as he rounds a bend.

The wind intensifies as you head further up the mountain, blowing snow and ice into your face. Trudging through the thigh-high snow drifts is tough going, but you manage it. Continuing onward, it begins to grow dark as a storm moves in. You spot a cave nearby that could shelter you if you wanted, but this blizzard could also be part of the challenge; you don't know enough about mountain climbing to really be able to tell.

The storm does not let up, but it also doesn't get much more intense. By now the snow has turned partially into hail and pelts you from all directions.

Eventually, you reach a sheer cliff. Leaning in close, you can just barely make out handholds carved into the rock. It's tough going, but you manage to use these to reach the next level. Here you find... an arena. An actual battle arena carved out of ice and rock. On the other side, you spot that trainer you talked to back in the city. What was his name again? Oh yeah, Brandon. He seems to be wrapped up in his own cloak as tightly as you are. He must have noticed you, as he waves you over, both of you approaching the center of the arena.
"Ah! Hello again! Seems we're fated to battle up here for a shot at the Leader. Or at least, that's what some weird old guy told me." Brandon glances around furtively, as if searching for something.
"Huh. That's odd. He was here just a second ago..."

Floyd responds immediately, grinning at Brandon.
"How hard was your climb up here? I had to fight a ninja, but the rest was fairly simple."

"Heh. A ninja, eh? Well, considering this is Fuschia I'm not surprised in the least. The town and its Gym have a history of being associated with ninjas. Haven't fought any ninjas myself, but I did have to knock out some of our competitors along the way. As expected for an Ice-themed gym, most of my opponents brought Fire Pokemon. I made relatively quick work of them. The hardest part was finding my way up here. Got lost a few times when the blizzard started a few hours ago."
You find this statement odd, as it hasn't even been an hour yet since the blizzard dropped on you. This reinforces any belief that the storm(s) aren't natural. Probably one of the Leader's Pokemon (or hell, even the leader themselves) conjuring them up.

End of turn: Speed Boost activates, granting Electrode +1 Speed. (Not going to keep posting its init, as it's way faster than anything you have.)

Telum does exactly that. The weakened Electrode is defeated. Brandon sends out a Nidoking next. It stomps its feet, roaring a challenge to Telum before summoning spikes made of earth.
