The decoration remains inanimate. If it really *is* looking at you somehow, you can't tell. Maybe if you stare at it long enough, something will happen? Never know. Then again, it'd look really weird for you to be standing in the street staring at your odd light fixture for several minutes; especially if you explain that "it feels like it's watching me".

Lia supposes that maybe her hunch was wrong, and guesses she just bought a light fixture that would creep out Keada. So y'know, a good purchase. She leaves it in the room for now and heads back out to comb the streets.

The Vulpix stops its digging and inspects the new, easier source of food. It must be hungry, because it barely even hesitates after determining that it is, indeed, food. It then looks up at you curiously. It's still on its guard, but isn't showing signs of hostility.

The Vulpix seems wary of eating from your hand, but quickly gobbles it up when the food is placed on the ground. Maybe its previous owner abandoned it? No way of knowing without bringing it to a Center, or using the Pokedex to check for ownership.
(Doing either would reveal it is, indeed, "Wild".)

Lia tries 'carefully' to bring it to a center to get it checked to see if it was owned by some previous jerk and it just happens to be wild. Well there's nobody to beat the hell out of then. Lia leans down to the little pokemon.
"Hey so I can't in good faith just leave without at least asking if you wanted to come along. I can take good care of you, if you'd like."

It still seems somewhat suspicious of you, but it's better than scrounging through garbage for food. Maybe you'll take care of it, maybe you won't. It's getting fed, so it supposes you can't be all bad.
Vulpix is Female, Level 24, Calm, with Flash Fire & Fox Fire.
When Lia returns to her room at the poke center, she finds the strangest thing: that light fixture seems to have moved. Or did it? Isn't that where you left it earlier?

By sheer happenstance, Lia's thrown ball manages to not only tag the Koffing, but even successfully captures the fleeing gas ball!
Koffing is level 30, Male, Jolly, with Levitate and Aftermath.
