After wading a fair ways out into the waters of Route 31, Mayu is approached by a curious Horsea.

Mayu glances down. The fishing rod is in her hands, but apparently she doesn't need it. Obviously the smart thing to do is attack and throw a Pokeball before it can escape. But the long walk has given her time to unwind a little, and the cold water is soothing on her feet... and unlike with Chespin the little fish(?) Pokemon approached her first. Perhaps it wants something.
"Hello," she tells it.

Horsea makes cute little noises as it investigates Mayu, tickling her legs somewhat as it goes.

Mayu is not very ticklish. She is also somewhat cold to the touch, although in the ocean water it comes off as more room-temperature.
She's really not sure what to do here. She said hello, now... it's sniffing her? Is that its nose or its mouth? Piscine anatomy is a mystery to her. She reaches down with one hand, not sure if she's trying to pet it (that's a thing people do with their Pokemon, right?) or let it sniff/lick her fingers.

Horsea does indeed examine her fingers for a moment. It seems a very cheerful Pokemon.

Mayu allows this for a little while, then withdraws her hand a moment to rummage in her belt. She presents a Pokeball for the Horsea's inspection.

Surprisingly, Horsea joins without a fight. No sooner has it been officially captured then it pops back out and happily sprays Mayu with a light mist.
Horsea is level 8, Female, Calm, with Sniper.

This is acceptable. Mayu stays in the water a bit longer, enjoying the feel of the sand shifting under her feet. After a while she lets Epsilon out; she doesn't know how long it's been since he got to swim properly.

Horsea first investigates, then engages Epsilon the Remoraid in a game of water-tag. Both sides shooting little spurts of water to "tag" one another while evading.

That's probably good practice. Or something. Mayu stands there a few minutes longer, then moves back into shallower water and sits. This is a waste of time, but it's also kind of... nice.
Some time later, Mayu discovers why it is that most people prefer swimsuits when going in the water. Salt-encrusted clothes are distinctly unpleasant.

After the two Pokemon wear each other out, Horsea comes over and hops onto Mayu's lap. It makes cute crooning noises, like it wants to be petted.

Mayu has seen her mother stroke her Ninetales while it perches on her lap, for reasons that remain unclear to her; her best guess is that it's some sort of social power play, like making someone wait before you agree to meet with them or sitting while they're forced to stand. There isn't anybody else around right now, though. Is the Horsea trying to claim seniority over Epsilon? The Remoraid doesn't seem bothered if so; he's ignoring both of them in favor of nosing at some rocks offshore.
She strokes the Horsea tentatively. Maybe the purpose will become apparent if she keeps going.

Horsea trills happily. It likes when Mayu strokes its scales.

How peculiar. Mayu makes a note of this; cheap positive reinforcement is useful.
"Your name will be Kappa," she tells the Horsea. "Is this agreeable?"

Horsea doesn't seem to mind the nickname. It mists Mayu again.

Then Mayu will be made slightly wetter.

This time, Mayu feels a tug on the fishing rod. Upon pulling, the thing on the other end pulls back. Thus begins a struggle for the ages... Several minutes of "fighting" later, Mayu pulls up a weary Mantyke. It seems mildly upset at being pulled up.

Mayu had been expecting something bigger after all that. Still, a Pokemon is a Pokemon, and it's not one of the ubiquitous Tentacool that infest Kanto's seas. She deploys Lambda to help reel it in, so to speak.
Lambda - 5

Mantyke immediately makes a high-pitched noise to confuse and discombobulate its foe.

Lambda is mildly put out by this, but not too badly. She retaliates with... a light dusting of sweet-smelling pollen.
