Okay, just running this to get some advice on a mechanical level. I've gotten this idea for a character with an all Smeargle team who's major objective is to copy ALL the Signature moves in the world.
This is obviously not meant to be an optimized/power build, but some optimization certainly would help keep this from being utterly pathetic.

The first thing to nail down is what you define as a "Signature Move". Horn Leech for example, was the Signature Move for Deerling, and now is known by other species.

Mostly the Legendaries sigs. Yes, I'm counting them regardless of any event specific Pokémon being available that know them, such as certain Darkrais and Victinis knowing the Mascot signatures of their generation.
Like, the primary raison d'etre for this whole idea is just so I can slap Roar of Time, Spatial Rend, Shadow Force and Judgement on one Pokémon purely for the absurdity of a beagle having the power of the gods.

maybe ace trainer/stat ace(special)? since I think most legendary sigs are special moves anyways and pick focused/agility trainings for the sig moves feature?

I wouldn't count on seeing that in any game. We have seen legendaries hand over fist in Geode but only fought Darkrai in that time. It also never got the opportunity to use it's signature attack either. Shy of a game where legendaries have little plot significance and are fairly common (a noob mistake as far as this salty machine is concerned) you won't see half of those moves on one Mon.

Taking Mentor and the breeding edge should give you enough smeargles to always be able to copy moves.
