So I'm long term working on revamping and editing Tower of god Setting into a campaign and I'm playing with a few ideas. I'm mostly going to change a lot of the lore to fit pokemon, but I've got some changes I want some feed back and some help cultivating.

In case you don't feel like reading it, I'll explain it a bit too.
There is a tower that exists that at the top exists everything you could ever want. In order to reach the top each floor has tests that must be passed in order to make your way to the top. In the tower there's Shinsoo, it's a magical energy that only exists in side of the tower. Shinsoo can be controlled and utilized by people in the tower. No one knows how tall it is, the highest anyone has been able to get is the 134th floor
When controlling shinsoo it can be controlled in units referred to as "Bangs". Bangs I want to be clear are the are not how much shinsoo is in it, or how big the unit is, it is a unit that is meant for how many units of Shinsoo that you can control at once that act independently at once.
At low floors of the tower controlling 1 bang is necessary to survive, at around the 20th floor being able to control 2 makes you about average, being able to control 3 puts you in the top 5 strongest between floors 20-29. Controlling more makes you amazing. the top 1% of people who have made it to the 134th floor (about 1000 people) can control anywhere between 30-50 bangs.
Now how I want to handle pokemon in the tower of god pokemon setting is that I want to have them be all creatures created by shinsoo. This is an existing thing within the manhwa. The thing is I'm not sure how I want to handle Bangs, which will also tie into a different idea I want to run with that I'd like some feed back on.
So My knee jerk idea was to have bangs represent the amount of pokemon you can control at once. Which I like the idea of, since it means people who make it super high are way stronger, and basically invincible than those who are on the lower levels.
Though I'm well aware of the fact controlling more pokemon makes for both more work on everyone, and it creates difficult as hell combat.
The idea after that was the idea maybe have bangs be the amount of pokemon you can create, meaning by having 5 bangs, you can summon up to 5 pokemon one at a time.
I kinda don't like this idea cause it doesn't make for an overwhelming difference in power levels, and it makes for long fights due to having to many pokemon (Then again you can aim for the trainer, but the idea stands)
The next idea I came up with was that since pokemon are created by shinsoo, then there shouldn't be a set "Form" for pokemon. Which means that a given person could change the pokemon they're controlling from a charmander to a Magmar at the snap of a finger. So maybe the bangs are the amount of pokemon you can change your creature to on the fly.
The problem with this is that I haven't exactly come up with a limiting factor on this. Plus I think the different pokemon are closer to being Techniques so i feel like it's not an apt change.
Although it's an idea I kinda want to keep regardless of what idea i end up going for with bangs.
Do understand though, I understand this can be "Fluffed" away by having trainers using multiple bangs to enhance their body, or use elemental attacks, things like that. Though I want to Keep the concept because I personally feel like it's a part of the setting that I can't really see the game without (though that could easily be argued)
