"Dateline: Emerald City
A new wave of crime!?
Concern citizens have been reporting a series of crimes over the past week in the neighborhood of Alburna. Reports vary from extortion to outright violence at the hands of these rogues and ne'er–do–wells. Police in the area are overwhelmed, and are calling on the Hall of Heroes for help. However it looks like our brave boys in blue are outta luck. A representative from the Hall has stated that "The Hall has observed the situation, and are confident that the level of crime will drop shortly." Lately the Hall has been busy dealing with matters in other parts of the region, but some citizens are making claims that the Hall is overlooking them, due to the common notion that Alburna is the poor part of town. Regardless of the situation, we hope that these villains will soon be brought to Justice!"
Like many others, you are concerned about the recent rise in crime. Maybe you've been a victim, and you want justice when none can be found. Maybe you're just a concerned citizen who wants to stop this crime spree before anybody else gets hurt. Maybe you're not from the neighborhood, and for your own reasons decided to come down. Regardless of your reasons, you decided to make these rogues think twice before performing their villainous deeds.
I'm looking for 3-4teens with attitude young adults, preferably around the ages of 16-24. If you've ever read anything from the Silver Age of Comic Books, this isn't far off the mark in terms of settings. While it is set in a more modern era, expects some things from that period of time.
Here are the character rules:
Trainer Level: 3
Pokemon: One level 10 underdog Pokemon, and a level 5 non-steel, non-dragon pokemon of your choice. The level five will be acquired shortly into the campaign, but you're free to stat it up.
The level 10 will be allowed one egg move, permitted by the rules in the September PlayPacket.
The level 5 doesn't need to be an underdog, but it cannot have an egg-move. TM's and Tutors are fine once you acquire it.
Starting Cash: 5,000 (If your class requires an item kit, you can have that for free)
Weapons: Crude weapons can be gotten for 500, Simple weapons will cost you 2,000.
Splats: BotD and most of DPDoM are banned, I will make exceptions for jail breakers,upgraders and the Eeveeultions. The playpackets are also in effect.
Classes: Anything I haven't listed being banned is acceptable, yes even Warper*. Friendly reminder you don't need to be an Elementalist to be a hero of Emerald City.
*While Warper is allowed, keep in mind Its going to be very unlikely to accept any Warpers. If you can blow me out of the water, I'll allow it.
The deadline is a week from now. May 3rd at 12:00AM CST

The Region:
The Region itself is a bit of an oddity, for people with some form of power are not a rare sight. For most of them, their powers are minor, only provided a utility benefit. But a very few of those power can truly be called 'Elementlists'
Emerald City: Location along the westcoast, this massive city is the place to find the newest technological marvels, the sauciest rumors of celebrities and many others wondrous things. Its the cities of dreams, but only for those who are lucky. Most people who aren't successful live in the western part, working at the dock or whatever task is needed. It speaks volumes the further you head east, the nicer the areas become. The newest craze going about the region is all about Superheroes, after three elementalists saved the leader of the region from an assassination attempt. Now, its not uncommon to find heroes such as Winter's Kiss or Flash Fire being idolized.
Desert of Shadows: To the far-east, near the border lies a barren desert. After the Orre Incidents, strange pokemon where spotted roaming the sands. Fearing that they were crossing over, guards quickly dispatched the creatures, and build a base to guard the border. Ten years later the base has seen a reduction in staff and has lax its duties. The remaining staff are still ever cautious in case another Orre Incident appears.
Route 105: Altur is an oddity in that it only has one major route, heading upwards to the north. Many travelers use this route as a means of quick, effective travel to and from Emerald City.
Mt. Altur: To the northeast, this mountain was named after the region itself. Its the only place to find Ice-Pokemon naturally. Near the tip of the mountain, the weather changes on a whim. This has lead to the rumor that Winter's Kiss herself controls the weather there.
Otalka Archipelago: A group of seven small islands in the ocean to the west of Emerald City. The only quick way to reach these islands is by flight, or a fast swimming Pokemon. Compared to the City, its more rural and relaxed. White beaches, clear seas and warm weather year round make it a prime vacation spot the world over. The largest of the Islands, Maku, its where most of the tourists end up staying. Sky Captain William Valentine and his Flying-Type Wailord calls this place home.
