Lia's expected to get thrown out considering she's 'involved' with this case pretty heavily and had to be detained for it... but she's hopeful. Maybe this one will be nice?

"I don't know myself. I know she was taken away for questioning but then she showed up later when I was attempting a gym and said that those agents were fake, and I was trying to see what they called themselves so I don't get tripped up in all of this."

They didn't go through regular channels as far as I can tell. Just sorta swooped in and nabbed this woman you mentioned. Lia wonders internally why the POLICE wouldn't question some people from an agency they don't recognize taking a citizen of Kanto away. But that's not now, and Vali's loose so guess they weren't very good.
"Alright then... thanks. Guess my search will have to continue."
With that, Lia leaves another dead end. That leaves two other meetings with her. What Vincent originally told them of her attacking him in Viridian Forest, and then right before they left Mt moon as the 'toll'. She decides (as she's never been) that Viridian Forest would be her chosen destination. Maybe she's robbed others and Pewter City knows more?
She takes off on Avitus and heads to Pewter City Police Department, hoping to see if there are any recently reported thefts coming out of the forest. Maybe she's at her first stomping grounds.

There are in fact, many reports from the Pewter Police Department about travelling trainers being accosted in the forest. However, none of these people (of those who have reported it) actually got a look at the thief. Based on what Vincent had told Lia about his first encounter with Valisilwen, she used her Whimsicott (then a Cottonee) to put people to sleep from afar and then rob them blind; or at the very least, that's how it went down with him. Though only after he resisted her attempts at intimidation and it turned into a pitched battle.

Seems going through reports going back a while, and matching Vincent's description... It seems she was working this forest for a while but hasn't seem to come back (Unless she wasn't kidding and actually did feed people to her spider). So chances are very low of her coming back. Seems she's moved on from beginners.
Lia thanks the clerk and moves onto her final lead, which marks when she actually met the woman herself, and that's right near the Mt Moon exit. She flies to the other side to get there quicker and tries to find Vali's trap.

Presently, the little side-cave right by the exit where her trap was set up is empty. However, there are some cleverly concealed signs of there having been a campsite here for some length of time at one point or another. It doesn't look super recent, but it's definitely within the range of the past two to four weeks. Lia last encountered Vali only a week ago at Fuschia Gym, so this fits the timeframe. Question is, where'd she go from here?

When Kaeda wakes up, she sighs as she looks over to the empty space beside her. She had no idea how to reach Lia, and just decided to let her take care of it. She stayed in bed for a bit to think about what she wanted to do. Pulling open one of the drawers to her nightstand, she reached in, and pulled out the Celadon badge. She hated what's-her-face for hurting Lia, but dealing with the gym's gimmicks got on her nerves. Might as well keep going forward....But Kaeda didn't know when she would. Perhaps when Floyd got back they could head out to Cinnibar for the next gym. Kaeda did strangly find herself without anything to do. Lia had some personal journey to go on, Floyd was heading to Unova, Eve was working at some shady place, and Kaeda was just relaxing at the ranch. There wasn't much wrong with that in her eyes, so she just curled up in bed for some more sleep until she was ready to run a few errands later in the day.

After a whole lot of dead ends... Lia finally 'gets' something. She'd been living outside of society, probably to dodge the group... whoever they call themselves at this point. It means that after they beat her here, she actually came back to prey on people.
Now... humans are creatures of habit. It's clear that 'off the grid' isn't making the bills. She's probably somewhere that's well-traveled but still somewhere dangerous she can hide in. First she was hitting up Viridian Forest. Then Mt Moon. But with deltas and megas and a fully evolved team on her side... she's likely to have moved onto 'bigger' game. But where's that leave her? She exits the cave, and pulls our her dex, hoping that maybe there's some record of a rash of similar burglaries on either side of Rock Tunnel. Hell, maybe that's why she was there when she and Kaeda ran into her in the first place. Heading into town to supply up.

There are no reports of burglaries from traveling trainers in the Cerulean City/Rock Tunnel area. Likely she wised up about straight up robbing people at knife point or threatening to feed them to her Ariados, and instead just ambushes them in the tunnel to challenge them to a proper fight. Sure, it'd be more work, but the law on how much money you can take from a person after a full-contact battle is actually not strictly limited to 10% of their on-hand cash. Yes, that amount is the 'accepted' tithe, but surely that wouldn't stop someone as unscrupulous as Vali from taking as much as she wanted/needed at a given time. All that being said, however, there is still no guarantee that Lia will bump into her there, if she's even there. Still, it can't hurt to check. If she's truly preying on people again (one way or another) it's unlikely she'll descend farther than the second level of Rock Tunnel, as most traveling trainers merely pass through on their way between Lavender Town and Cerulean.

Lia sighs and admits she probably just has to 'enter' rock tunnel, so she gets on Avitus once again and flies to the exit of Rock tunnel toward Lavender. She lands, exhales, and enters in with the aim of finding Vali (Or getting attacked at least)

When Lia arrives at Rock Tunnel, she finds that, strangely, there are uniformed police officers standing outside the entrance, blocking the way. When Lia asks why, they inform her that the tunnel is currently off-limits to regular citizens (including pokemon trainers) due to migrating Pokemon that make it too dangerous. Something seems off about this story, though, as there are a lot of officers here just to guard a barricade.

Lia turns around, feigning accepting the solution. She feels something is up. Too many people are here guarding. Wouldn't just a couple do? No, something is wrong. Time to suit up. She flies off on Avitus to a secure location and her stealth suit and her gas mask is going back on. She flies to the other side of Rock Tunnel, now in 'stealth mode' and provided THAT entry is not barred, enters and tries to get to the other side.

It seems they thought to barricade this entrance too, but the guards are lazy and Lia easily slips past their bored, wandering eyes. Apparently they don't expect people to actually try to enter from this side, as it's less traveled. Of course, now that she's inside, she has to figure out where to look for Vali. It seems obvious that something is going down here, and Lia (who may or may not be obsessively paranoid concerning Vali or 'sand ninjas') needs to find out what.

As Lia slips in, she knows somethings up and she keeps her ear out for more 'guards' as she enters. She heads toward her original goal, which was near the lavender exit, where she thought Vali would have camped out.
