"Exact number? No," Omega replies, "But reports have given anywhere from one dozen to as many as three times that number overall. I'll direct you to the nearest report."
As the trio makes their way through the mostly-empty walkways - laid with well-worn stone, rather than composed of metal - and across small grassy areas, it's not long before they reach the indicated location, in a more crowded area between some buildings. And also not long before they see what seems to be causing the immediate ruckus. There's a trio of large black dogs, snarling and sniffing around, as if hunting for people, followed by four smaller, but similar, ones.
They've seemed to have spotted the group, too, but seem to be taking their time with moving. If the Technicians move forwards, they could probably face the pack amongst the more cramped space of between the buildings, or they could let the dogs come to them in the more open area where they now stand.
Thoron notices something odd - it looks like there's something tied around one of the large dogs' neck, with something, perhaps a casing of some kind, hanging below.

They certainly weren't looking to cover their tracks, this perpetrator. It made their job easy, but one had to wonder where he had run off to... Without looking away from the dogs, Thoron suggested, "We should head them off. Easier to contain them in a smaller area, and they lose some of their numerical advantage."

That was certainly a few Pokemon in front of them. Not quite as many as there had been in the lab but still. That didn't stop them from looking vicious. "Yea, bottling them up would probably be for the best," Blake agrees hastily. He's perhaps a little eager to move in closer. They needed to deal with these dogs before they could hurt anyone that lived up here. "Anything else?"

Silas nods in agreement with the other two's decision. He pulls out a Pokeball as the group closes in. "This is likely the first of several fights. Let's make this quick." After all, both healing items and time to use them are limited resources, and he has a feeling they'll want to be as fresh as possible when confronting the culprit.

With all agreed on a course of action, the Technicians close the gap. The dogs begin growling even more, hackles rising as the humans advance in what's probably taken to be an aggressive move. Which it is. MapYou can place your PCs within 5m of the bottom of the map, and then release your Pokémon.

Silas moves forward and releases Sera at the end of the crossing. While it's not the most tactically sound position, she can heal and teleport as needed. It's more important to keep the enemy confined and tripping over each other. Silas at I24, Sera at J21

Plan decided, Blake moves ahead lightly. Releasing Radiant closer to the pack. Nothing to worry about. They'd been outnumbered more than this before.

The dogs seem a little taken aback at the sudden wall of Pokémon against their opening, but they regain their composure and begin to snarl and growl at the intruders. Sera and Lowe go first.

As Silas sizes up this set of enemies, he realized that there aren't nearly enough Pokeballs to go around. That will make following the capture order more difficult, but it does simplify the fight. On Silas's orders, Sera shoots a shimmering blast at the small dog directly in front of her. If they can clean up the weaklings first, then they'll be free to capture the larger foes under less threatening conditions. Sera uses Moonblast on P2! AC 2: 6 DB 12: 48 Special, Fairy

Without breaking formation, Lowe began building up a charge, as eager as he was to put these dogs in their place. Thoron, meanwhile, kept an eye out for openings in the pack. Thoron activates Complex Orders (Shift) Apply Focused Orders to Sera, Radiant with Battle Conductor (Swift) Apply Capricious Whirl to Lowe. (Bind 2 AP)
Lowe uses Charge.

A bright beam of light lances out from Sera, striking the dog straight on the muzzle, and causing it to writhe as though being burned. But it does not quite fall. As Lowe begins charging, the three larger dogs leap forwards to meet the Pokémon blocking the exit to the alley, before opening their moths in unison and bathing the Technicians' Pokémon in crackling black energy. The combined assault is too much for Lowe, who slumps to the ground before dispersing back to his Pokéball, and it takes a toll on the other two, the energy yet lingering and sapping their strength. The three growl at Sera, after one looks back at the whimpering pup that she attacked before. P2 takes 2 injuries from Moonblast. It's super effective! Lowe takes 31, 35, and 32 damage (98 total), 2 injuries, -3 Special Attack CS and Faints from 3 Snarls. Sera takes 24 and 28 damage (52 total), 1 injury and -2 Special Attack CS from 2 Snarls. Radiant takes 25 and 26 damage (51 total), 1 injury, and -2 Special Attack CS from 2 Snarls. Sera takes -3 Attack CS from Intimidates.

Moving up a little bit, hesitating for a moment before stopping short of the gap. Faking a laugh and yelling at the larger dogs, and the one in the center in particular, "You mangy mutts are a nuisance! We're groin to put you down! No matter your bark."Blake shifts to L23
Taunt on middle Mighteyena
18 vs AC 3 Target enraged on hit. Due to Push Button this is a "crit" causing a tick of HP loss and Vulnerable. -3 Accuracy Penalty from Powerful Motivator.

The dog seems to understand exactly what was intended, and flinches back from it, before growling the smaller pups forwards. The one burned by Sera seems reluctant to move, and the furthest back ones aren't able to reach, but one jumps out to bite at Radiant's fin, teeth sinking into the fleshier part of the bird. Radiant takes 16 damage from Bite.

Radiant was looking less than stellar after the flurry of attacks. She still held on but any more attacks like the that black energy would leave her dissipating as well. Yet she still held on. She couldn't do much with the small dog nipping at her ankles. A solid smack on the mutt with a flipper leaves her invigorated. Perhaps she could just avoid the blows...if she was lucky. Steel wing on P4 Ac 2 vs 19 40 steel physical damage +1 Atk cs
Activating Adorable Fashion as a Free Action for +2 evasion for the round.

After the enemy's initial onslaught, Silas moves forward to heal Radiant. If their front line goes down, things could get very bad very quickly. Meanwhile, Sera is bruised and shaken, but undeterred by the barrage. Instead of retreating, she glides toward the nearest dog, intent of stealing its energy to recover. Even as she attacks, Sera prepares to teleport to a safer position. After all, there's a difference between decisive action and foolhardiness. Silas to M22, Hyper Potion on Radiant.
Sera Disengages to J20 and uses Draining Kiss on M2 AC 2: 6 DB 7: 41 Special, Fairy
If she would take lethal damage, Teleport 4. Adjacent to Silas but as far from the fight as possible (L22, maybe L23 if Blake moves, elsewhere if those spots fill up)

Lowe crumpled, if only for a moment before dispersing, and Thoron stiffened in much the opposite manner. That had been... Unexpected, but his teammates were holding the line. He wasted no time sending out his next and final Pokemon, ordering Aias to go straight for the biggest dog. And for his part, Aias barreled into the top dog with all the force of a bulky Honchkrow. Before shuffling back with a hostile caw. Lowe is fainted, Aias subs in on Thoron's initiative at K20 or the nearest tile. Thoron has used his actions this turn. Aias initiative: 21
Next round, Aias uses Wing Attack on K19 and disengages to K21. AC2 - Xi_ISg|r1d20+2 DB8 - 2d8+35 Physical Flying (62 after critical, rolled in Rolling Thread)

Freshly invigorated, Radiant slices at the dog in front of it, causing a deep gash on its side. Aias' attack likewise causes a battering to the large dog at the front of the pack. Sera's attack looks light, just a touch, but seems just as effective as the other two, if not even more so, causing a howl of pain. The larger dogs dispense with the energy this time, with two jumping Sera, while the third bites at radiant with the aid of the little dog nipping at the penguin's heels. IT's not quite as devastating as the initial blow, but the pack of them still hurts. Radiant hits with Metal Claw. M1 takes 2 injuries from Wing Attack. M2 takes 2 injuries from Draining Kiss. It's super effective! Sera heals 25 Hp. Sera takes 22 damage and an injury from Bite. Sera takes 32 damage from Bite, and is Flinched. Radiant takes 16 damage from Bite.
