The elderly vendor peers closely at the flier for a minute, then exclaims 'aha!'. "You must mean Ol' Half-Ear. He's been running round these parts for more than a decade on and off. Hadn't the foggiest idea he had himself a human." He explains. "Y'see, he's the leader of a gang of Cat Pokemon that pretty much own the neighborhood. Couldna tell ya where they lair at, but if you can manage to tail any of the cats around here, yer bound to bump into them eventually. But don't be to obvious about it now, else they'll lead ya on a run-around, y'hear? They'll set ya to chasing them all over Saffron if they catch ya. So what ya gotta do is be sneaky. Or..." He pauses a moment, thinking. "Ye could buy some of my fish as an 'offerin'' for 'em, if ya catch my drift. I've known some o' them to accept bribes on occasion." He flashes Alex a slight grin. Quite the salesman he is!

Alex fishes through his pockets and manages to find 50 pokeyen. He says, “I’ll let you decide. I’ll take whatever this will get me, and a snack for these two if possible. I appreciate the information.” Alex then looks around for the toughest looking feline in the area. If the gang is big, the leader should have some lieutenants around. He figured that they would be the best to start with.

The man nods and hands over one of the larger salmon for the 'tribute' as well as a set of smaller minnows as snacks. "Do come again now, y'hear? An' good luck with yer job!"
Alex sees no especially tough-looking felines around, but based on what the fish monger said, it's possible they're going to be more difficult to spot.

Alex feeds the minnows to Squirt and Wilder. They seemed to enjoy their little snacks. Alex was at a loss though. He’s no ninja or stalker. He can survive in the wild and find edibles sure, but that doesn’t help him in a city. He wonders if he should have bought more fish for tributes to the other members.
Alex goes up to the nearest feline and cuts off a piece of the fish. He offers it saying, “I’m looking for Half Ear. Do you know him? Can you take me to him?”

The cat doesn't even pause in its grooming, sparing only a slight glance to Alex's offering. It then just shuts its eyes again and continues with what it is doing. Hard to tell if it's playing with you or just doesn't feel the offering is worth the effort of responding to Alex.
Roll Intuition (if thematically appropriate) to determine which.

Alex facepalms while quietly saying, “Oh, you must get the whole tribute then. I thought I had to save some for Half Ear. Fine. Take me there and it’s all yours.” He patiently waits for the feline to make a decision.

The feline pauses in its grooming to appraise the offering fully. It sniffs it, then takes a bite and begins to eat it. Slowly. Ever so slowly. Now it's definitely doing one of two things: deliberately trying to annoy you, or testing you. Just as you begin to become impatient, the cat Pokemon snaps up the half-eaten fish and darts off between the legs of passersby, disappearing into the crowded market.

Alex just sighs and mutters, “Why does everything have to be so difficult in this guild. Squirt, use agility and give chase. Don’t let it get away!” Alex tries to use his wilderness skills to start tracking where it could have gone.
(Making a Hail Mary tracking roll. With as much foot traffic there has been, I don’t expect this to work. Trying anyways. V7luCWmp4d6+2)

Squirt does as ordered and tries to keep up with the nimble cat. The Wingull keeps up with it for awhile before another cat randomly leaps out and swipes at it. Squirt easily evades the attack, but this costs it its quarry. Being more versed in a wilderness setting than an urban one, Alex is helpless to try and track the cat Pokemon on the cobblestone streets.
