Once again, you find yourselves in the briefing room. At least this time your few days of break had been more relaxing, and not enforced isolation. But now was time to get back to work. Or, at least that's in theory what it will be.
Once more, you find Lieutenant Leah Foster in front of you. She seems more composed than last time, though. "Welcome, Technicians," she says, nodding. "It's good to be giving a briefing to you under less, shall we say, time-critical circumstances. Your objective this time concerns the information that there has been a... 'Pokémon arena' set up in a lower district. Now, that cannot be allowed to continue." She pauses. "However, before I continue with that, I should inform you that you have been mostly cleared for an additional Pokémon, as well as - provisionally - your equipment, uh, 'cache'. Would you prefer to learn of the mission details first, or deal with the other things. We have time, in this case."

As Soleil entered the briefing room, she sat down quietly and listened. She had been trying different things each mission and had been doing something wrong each time. First, she had tried achieving the objective on her own and attacking to break up fights and had gotten in trouble. Then she had tried chasing the objective to make up for her mistakes and really show her skill, but again she had gotten in trouble. Even worse, when she had thought putting the team first and firing at Requiem was right it had lead to a fight that she had done it wrong. And so, Soleil had reluctantly decided to listen to Rose's comments. She hadn't fully agreed with Rose and still thought Rose had a bad idea of life, but it couldn't hurt to try listening to the others right? Worst case if they messed up everything EVERYONE would get in trouble and not just her for once! And so Soleil decided she would just be in take orders and be a weapon mode. They could point and plan and tell her what to shoot.
So when the Lieutenant asked about their preference, Soleil remained quiet and waited for the others to answer. She personally would have preferred the information since it would allow better planning, but she kept her mouth shut and waited. Just do what they want, do what they say, and shoot what they want shot. Soleil had spent the free days after talking to Rose practicing her shots to not kill a target and while she hated that it would mean others could steal her capture, it was something that would hopefully help.

Not yet surprised, or even suspicious of his teammates current lack of enthusiasm, Thoron says, "While some of us... may be excited to hear the details regarding our new Pokemon, we will be better served by learning the details of our mission first." Realistically, though, their team should not be known for its excitement... Probably the biggest news to them would be a vacation, and the most enthusiastic response would be falling asleep on the spot.
"By 'arena', are you referring to deathmatches concerning captured Pokemon, or illegally regulated matches orchestrated and performed by humans through said creatures?"

Silas takes not of Soleil's subdued manner. Something must have happened since the end of the mission. He's not complaining, but figuring out why will probably be important.
Thoron brings up a good point. The team has had sub-par planning so far, so taking more time to think about the mission seems appropriate. Any excitement that SIlas may have had about getting a new Pokemon is tempered by the knowledge that it may have been human. He feels obligated to treat his Pokemon better and see if they remember a human life. Unfortunately, that can't be done under the supervision that the HQ provides. "Let's hear about the mission. Preparations can come after that."

Leslie remains silent, eyes half closed. New partner Pokemon is good yes please now okay bring them in soon as in now now now right now now. Meowspunny is great. It stands to reason that another fluffbutt would be equally good. More fluff means more FLUFF, and more FLUFF means softer hugs. Hopefully this new one won't be as... bitey.
To the others in the room, Leslie could actually be asleep. She seems like the kind of person who would learn to, or just naturally be able nap with her eyes open.
Her head is propped up by her hand as she lazily staaaares at Lt Foster.

"Very well," she says, pursing her lips, "I suppose that display of acknowledgement will have to do. You'll probably want to wake up a little bit more, before shipping out, though."
"Regardless... your team has been chosen primarily because we do not have a good amount of information on the subject. Our informant was unable to locate the actual venue, beyond a general area, which will be forwarded to your P*DA. However, I imagine you, Technician Floros, will have somewhat an idea of where things like that might play out. You're going home."
She lets that sink in for a moment before continuing. "It has been decided that you will be allowed full discretion for this mission. We don't care whether you do an overt or covert operation, so long as it ends up being shut down."
"As for the arena itself, judging from what the informant was able to gather, it's captured wild Pokémon - as in, physically captured, not with balls - fighting humans in some variety or other. Likely with some gambling involved. We don't have specifics, though."
"Anyways, as always, capture the Pokémon. We don't know how many there are, so be prepared. Try not to kill anyone if you can avoid it, too. Dead men tell no tales, and we want to know precisely what - and how - the hell they're doing what they're doing. Any questions?"

"You're going home." For many people, this is a comforting sentence, signalling a return to an area full of happy memories. For Silas, the circumstances make it very different. If he wasn't a Technician, if he wasn't ordered to deal with gang activity, if he wasn't walking into the beast's lair, his attitude might be different. He does not feel prepared, not by any stretch of the imagination.
Silas barely registers the end of Leah's speech, but then he notices that the team is waiting for his input. In an attempt to calm himself, Silas closes his eyes, exhales, and opens them, but his tone of voice and nervous smile betray him. "Does the supply depot have hair dye? Or a hat?" After this feeble attempt at humor, Silas composes himself a little better. "What's the district like from your perspective? Any official or unofficial arrangements we should be aware of?" Silas is curious if they know what he's being sent into and if any of the usual corruption affects his role as a Technician.

After musing over whether their counterparts had a similar mission, and dismissing said thought as irrelevant, Thoron took a moment to consider what was being demanded. Infiltrating a District that has as a system fallen to corruption, and entertains itself with illegal blood-sport, so that we may root out their operation and liberate the Pokemon thus confined? Also worth noting was that their sole requirement was to avoid inflicting lethal injuries... They would remind Soleil, before they arrived.
Trusting Silas to know the area, Thoron instead looks to clarify several details. "Obviously, the Pokemon are kept strong enough to fight; was our agent able to determine the extent of the damage to the specimens?" And a moment later, "...Ah. While the details are left to our discretion, what is the expectation if they are too firmly entrenched to be rooted out by a single team, no matter what methods we may employ?"

"Did the informant offer venue times and general attendance levels?", Leslie lazily asks. She expects nothing in regards to actual answers of use to her. Leave it to Tech Command and 'an unnamed informant' to not actually recon the problem properly, leaving the technicians that actually put their heads on the chopping block to walk blindly and hope for the best. Even a rough head count would be nice.
Leslie's attention is at a minimum. There's a new Pokemon to see.
She staaares at Lt. Foster some more.

Soleil again remains quiet, just processing the information. From the sounds of things she should grab lots of pokeballs and capture everything to show off to command. She paused at that thought and sighed. Ok, fine, if the team was smart and did the mission and planned to capture all the things she could do that. Stupid having to be bossed around mission...

"Uh, yes, we do have hats and dyes," Foster replies, looking a little surprised at the request. "Why?"
"As for the district, it's been relatively quiet for a while now, at least in our terms. There didn't seem to be that much in the way of Pokémon there, even when, in other places, numbers rose. So we haven't really seen much cause for too much of a presence there. Let the local authorities deal with any crimes or whatnot, of which I've heard there are... substantial. But, those aren't our problem. This, though, is, now that we can theorize why it's been quiet. Or, rather... hasn't been."
"Now, see, this particular informant, while... giving accurate information, has a habit of, shall we say, not wanting to risk his neck in much capacity." She sighs, and purses her lips. "So, actively attempting to gain entrance to a venue filled with Pokémon, while having none of his own? Apparently right out. Sometimes I don't know if we pay him too much, or too little..."
"As for backup... we can pull something together, should the need arise... unless something more pressing comes up. But, we'll inform you if that's the case. However, it will likely be several hours between a request, and actual reinforcement. So, if you run into trouble, there won't be immediate relief. You'll have to either try and avoid starting something while undermanned in the first place, or hole up somewhere."

Silas meets Leah's look with a touch of resignation. "I may have gotten the attention of someone powerful, and I'm not sure if indifference or my mother's neutrality kept me out of trouble. Being a Tech isn't neutral, so I should hide my most distinctive feature." As he finishes speaking,Silas tugs at his hair to clarify his 'most distinctive feature'.
Silas sighs to himself as he considers the difficulties of returning home. He'll give his team an overview of local politics on the way there, but he'd really like to take his mind off of the mission for a bit.
"Well, we can work out the rest later. How about those new Pokémon?"

Satisfied with the details provide - at least by the Lieutenant, if only because of the admitted scarcity of good information, Thoron agreed, "Yes... You mentioned we were allotted second specimens?" While he was curious, it wouldn't do to ask if their counterpart team was granted the same.

"Yes. Good. More... Pok-.. emon." Her voices trails off as she realizes her inner voice became an outer. Her hands make little grabby motions in front of her.

As people seemed to be moving on to pokemon, Soleil was quite eager to see what new creature she would get. She continued to remain quiet however.

"I see. Yes, being involved with local politics is something we Technicians wish to... avoid, if at all possible."
"Anyways," Foster reaches under the table, pulling up a box, which she opens and reaches into. She starts pulling out Pokéballs one at a time, handing them out, though looking disapprovingly at Leslie. "Specimen time, yes. Technician Kincaid... you will be receiving a critter referred to as an Ariados. I believe we have you on record at some point of wanting additional materials for your... devices. The silk from it is incredibly versatile. You are not to use it to build a hammock while on duty, though."
Proceeding towards Thoron, she slides over another Pokéball. "Technician Kakomyalo. You've been chosen for a Honchkrow. A swift, stealthy flyer, though not terrible in a fight, either. Also, useful for dealing with the increase in psychics you seem to be dealing with. Kincaid's bug, too. A reminder, though, do not attempt to fly Pokémon over the Wall. doing so will result in a substantial loss of privileges at best, termination of duty and reassignment to the Under at worst."
"Now, Floros," a third Pokéball makes its way over to Silas, "Take a little bit of care with this one. It's called a Gardevoir. It's empathathic... buuuut, we're not quite sure how it'll react to you yet. So, if there are any problematic manifestations, or whatnot... I suggest not using it, and then notifying us. It is psychic though."
She turns last to face Soleil. "Alright, Jensen, I will be straightforward with you here. Because of your conduct during the last mission, you were not deemed of an appropriate responsibility to handle another Pokémon. However." She lingers on the word. "Should you display behaviour becoming of a Technician, such as respect and cooperation, there will be one available for you next mission."
"Any questions?"

Soleil's smile faded for a moment when her eager expectation had turned into absolutely nothing. She started to open her mouth to voice her extreme displeasure as she pushed herself to her feet.
However, she very quickly bite her tongue instead just jumping to her feet with hands on table and mouth open. She wanted to argue and claim not fair. She really wanted to protest and list all her hard work and usefulness to the team. She wanted to remind them that she held one hundred percent of the teams captures, which given was only one but still.
But instead she refrained and struggled for a moment as she tried to calm down. Getting upset wouldn't fix anything and they'd just say she looked bad again. A part of her still wanted to throw a fit at the unfairness, but she finally shoved that desire down and returned to her seat and forced the smile back. "K." She said simply despite how she felt inside. She quickly tried to think of a cover for the jumping up, but decided to just hope it didn't get mentioned.

Rather perplexed by Leslie's 'grabby hands'... and inner monologue made external, Thoron doesn't do anything beyond await his acquisition.
At the warning, though, his token response was dropped in favour of a mildly annoyed, "While the reminder is appreciated, we- I hardly need reminding of the most basic rules..." It was only after that, that Thoron realized she had actually managed to pronounce his name. Perhaps she had been practicing? Now it felt rather unbecoming to have lashed out, "...Apologies, Lieutenant."
...at least, he was apologetic until their last Pokemon was granted. Or not, to be specific. After waiting for Soleil's quite sudden, quite peculiar reaction, Thoron answers, "Yes, I have a question; Given the hazardous nature of this mission, would it not be safer for all those involved to have Technician Jensen approved provisionally, and confiscate her second Pokemon in the event of a repeat infraction?" Not that he expected a repeat incident, but that was hardly the point. Really, it was only the surprise that they were withholding it that annoyed him enough to speak out... Even though it would probably... be rather effective at impressing the importance of those ideals to Soleil. One would hope.

Soleil glanced at Thoron from the corner of her eye with confusion at the fact he had questioned them for her. Why did he care? It seemed most people didn't like her and tattled. Plus he was a guy. Hmmmm was that why? Was he asking because he wanted her to be a stronger weapon? Because he liked her? Or because he was being nice?
She tried to hide the fact she was examining by pretending to be casually glancing around the room, but in reality she was doing her best to try and figure out what his agenda and schemes were. Given, she didn't know why he was bothering, nobody would care or undo it. But at the very least, she was a bit curious as to what his game was now and what scheme he was plotting.
She certainly didn't get why he asked though. She wouldn't have ever risked the bosses getting mad at her for someone else's sake. Which probably meant it was for him. Meaning he was hoping to use her most likely,either as a weapon or a toy. Typical.

It seems like there is a conspiracy to make Slias's life more difficult. He has no idea what command was thinking when they decided to assign him a Psychic, especially since 'empathetic' probably relies on some sort of mind reading. Perhaps that's exactly why he got it? After all, it wouldn't do for a Technician to end up manipulated by their own Pokemon. Still, Silas supposes that he should try to give the creature a fair chance, especially because it may have been human.
Then there's the issue of Soleil's Pokemon. Some sort of disciplinary action against Soleil makes sense, and a stern lecture doesn't count. On the other hand, withholding a Pokemon hurts the whole team to an extent. He'd like to have as much firepower as possible for the trip home, even if it is somewhat unstable. In addition, Soleil's reaction shows that this may not make for effective discipline, since the goal should be to teach her, not punish like a criminal.
"Perhaps a compromise between the two? I expect you already have something set aside. We could hold on to it, then let Omega approve its use in an emergency. I'd rather not go 'home' underpowered." Silas does his best to gauge Leah's and Soleil's reactions. He'd rather not have either of them take this the wrong way.
