Vincent does recall the prisoners he encountered while on his 'break' earlier. It was several TV crews, though he has no idea if they have any Pokemon of their own. Even if they did, he gets the feeling that they wouldn't last very long in pitched combat. It may be better to try and get them out of prison after defeating the Queen, when they don't have to worry (as much) about patrols happening upon them.

After making sure that everyone is healed up as much as possible, your group makes their way towards the Palace. As expected, it is well defended. The guards here have slightly different uniforms, probably indicating that their duties specifically involve the Palace, rather than just 'generic city guard'. You also notice a strange, pink-haired girl with what appears to be a cluster of Unown and an Espeon hanging around the edge of the battlefield. You hear a small voice being projected from what looks like a flattened Unown on the ground nearby.
"Um... please don't come any closer! I don't want you to get hurt anymore. If you try to come closer, you'll activate the Glyphs I set up all over the place, and they..um.. blow up."

"Listen," she says, loudly this time to be heard through the glyph. "Please make it known that we are not 'invaders'. Our friend was abducted. We did our best to follow and attempt a rescue. After being reunited with him, we received first-hand information that many others were kidnapped just the same. Now, we have only fought in self-defense so far. We don't mean any harm. We're just trying to make sense of it all."

Vincent thinks about what he knows of the Queen. "I suppose it's possible that she might humor us and give us a chance to talk, but if I'm honest, I don't think we would be able to get her to change her terms. It's worth a try," he replies just as quietly.

"Someone really needs to tel your queen that she can't always get what she wants." Floyd says to the girl. "And this isn't because of our strength or anything. The authorities already know that you've been kidnapping people. So over the course of the next month more and more people are going to come here to solve the illegal assault and abduction of Kanto citizens. And if the police can't solve the issue, the league will be called in and you'll get to explain your actions to the strongest pokemon trainers around." He pauses and looks at the girl.
"Or your queen can talk to us like a rational human being, release all the people she's abducted and slash or brainwashed, agree not to do it again and we can all go back to hating each other in isolation like we're meant to."

Even if the Cerulean City Police know about this place, they have no proof that anyone was 'kidnapped' or 'brainwashed' besides your word. While I may believe you, because it sounds like something Her Highness would do, the point remains that you have no proof.
At best, you would be forced to leave and never return here. At worst, you'd be required to make reparations to our sovereign nation for attacking our people under false premises. You could argue self-defense, but by crossing our borders illegally, you brought it upon yourselves, knowing or not. As such, I will issue a final warning: Leave now, or be placed under arrest for trespassing. Resist, and it will only be worse for you, so please don't."

The guards watch your group closely. You get the feeling that the moment somebody makes any move other than turning to leave, they will be more than ready to act.

They'll have Fairy-types strong enough to reopen the portal to this place, and Steel-types strong enough to handle this whole thing. We're outmatched for now. They don't realize it, but they're giving us a chance to regroup. We should take it."
