I'm curious on legality of electricity-based trainer attacks (like wrench with zapper) in combat involving people with implants (so, people at risk of getting these temporarily or permanently damaged with electricity)

Much like real life (at least where I live), if they started the fight and you respond to defend yourself or someone else, then the use of force is authorized. They started the fight, they knew the risks, they accepted the fact that somebody might try to taze them.

Alright! I've added the roleplay sample to the end of Adrien's backstory. Wouldn't mind getting a little bit of feedback on his backstory, if only to know that you've read it and there's not issues.

Hey folks! So I've updated the main post. The spoiler at the bottom lists all of the applications to date, in no particular order.
And I got the chance to read over some more backstories!
haybalebarn, Adrian's backstory looks good. No problems here, and it's good to have some notable NPC's to work with. =P
I also got a chance to give Jane's backstory a read, I like the different angle of a young, barely driving legal racer, and there are some backstory things that came up that I suppose I should reveal. =P
Port Pallet does not actually have any official race tracks or stadiums. There are underground racing rings that usually host races in abandoned industrial yards or junk yards, but there are no sanctioned venues. =P
Also, Viridian City is more or less Viridian Estates. It's a lot of high-dollar, old money mansions and palatial estates. The forest is still around, as you guessed, as a wildlife preserve, though. This doesn't so much effect your backstory, but I felt like I should point it out. =P
If anyone does have any questions about some of the cities in Kanto and beyond, feel free to ask and I'd be happy to oblige!

I think I'm done except for gear. I fix the error you pointed out last time and I basically got rid of my rider class and took more Stat Ace Features. The RP sample is in my character's post.

The new playtest packet is currently in review by myself and Break and we'll decide before we start this shindig. =P
As for cities, without spoiling too much, Celadon City is known for festive pageantry, the Celadon Cup Festival is held throughout the city once a year. Fuchsia City is a bit more traditional, and while the city is known for being one of the earliest cities to adopt racing, it is also known for its course having more accidents and accidental deaths every year than any other in the region. Rumors and conspiracy theories abound as to why that may be. =P

I personally like the playtest for the most part, besides thinking Weird Power is way too strong and having a conflicy with how to fictionally describe moves with the ferrothorn line's new ability. But I'm not in the game, so I suppose my opinion doesn't matter unless I actually get accepted. ^-^

Cerulean City has grown to be one of the larger cities in the region, having expanded to the northern coastline. It is still very much a town that revolves around water. The old bike shop hasn't changed in sixty years. It's still a small, family owned bicycle shop. Kids that are too young for motorized bikes still need wheels, after all. =P

Cinnabar was rebuilt following the volcanic eruptions, but most civilians didn't want to live on an active volcano. As a result, there are basically two permanent population groups on the island, and then a seasonal population. It's now a thriving resort island, with most permanent residents being staff members, but there is also a sizeable scientific community on the island that studies the volcano. And yes, there is a race course, but I'm not going to spoil it. =P
And yes, today is the deadline, +- a few hours. After the deadline is called, Break and I will begin going over the applications. That process will probably take a couple of days, and in that time people will be more than welcome to alter their sheets. We'll also get in touch with people to iron out any questions or concerns we might have about their characters. =P
