"Buh?!".
If Gene wanted to eat a radish, she would have bought a salad. This was not her preferred method of eating vegetables. After gaining her bearings, she wrested the hoppip off of her face and stared at it.

Hoppip smiles at her, seemingly happy it's not being blown away again.

Gene stares at it. Then stares around the area. This was the only Hoppip, yes? There's no trainer running after it, either?

There does not appear to be, and considering how bad of a trainer someone would need to be to not hold onto Pokemon like Hoppip and Drifloon when there is a chance for strong wind gusts, it must be Wild.

Despite the magically missed boop, Hoppip is caught on the next attempt.
Hoppip is Male, level 2, Hasty, with Windveiled.

Huzzah. A capture.
Jean isn't sure what she'll ever do with a Hoppip, but variety was always good. Not to mention, it was a grass type.
With seven Pokemon in tow, she elects to send back a Stark Totodile.
She continues down the route, leisurely strolling down the well beaten path.

Further down the road, Gene spots a young girl just standing there in the middle of the path, seemingly lost in thought as she grumbles to herself (or an unseen Pokemon) about something. Drawing closer, she seems young. Like, really young. Seemingly too young to be out here alone.

The tiny tot caught Gene's interest. Being a good samaritan, she was understandable concerned that a child was out here in the route by herself. Main path or not, a kid so young shouldn't be wandering out so far from home without their paths. Her grumbles to an unseen companion were of less interest to Gene. In this world of Pokemon, she suspected that the kid was probably just speaking to her small baby Pokemon.
Since their paths were bound to cross, when Gene reached where this other person was grumbling to herself, she of course took the opportunity to strike up again. "Hey, tiny tot," she caught the girl's attention with a pat to her head and bending over so that she was eye level with the "child," "Did you lose your parent?".

It is indeed a 'small, baby Pokemon' that the girl is talking to. A Cleffa, in fact. What is unexpected, however, is the sudden, sharp pain in Gene's shin. The 'tiny tot' kicked her! Hard, too! "I may be 'tiny', as you say, but I am hardly a 'tot', you ignorant, imbecilic idiot." The girl seethes as she fixes you with a withering glare. "I'll have you know that I am eighteen years old!"

The shin kick sent pain shooting through her entire body. Her sensitive legs immediately exploded in pain, and Gene completely missed the "hopping in pain" segment, skipping instead to the "rolling on the ground" sequel as her legs crumpled beneath her.
"ACK! FINE! TATER TOT!" she shouted back after a pathetic whimper, curled on the ground and holding her hurting her leg. Her upper teeth pulled on her lower lip to try and take her mind off the pain and misty eyes were too busy wincing in pain to shoot a nasty glare. She couldn't think of much else to say, either. Just the words "Hurts. Hurts. Hurts. Agh. My leg... Hurts."

"E-eh?!" The 'tater tot' exclaims as Gene suddenly collapses. "I didn't kick you that hard! W-what's wrong with you?!" It is only then that she registers the 'tater tot' comment."O-oi! I already told you I'm f***ing eighteen you crazy chick! I'm not a child, and most certainly not a 'tater tot'! Or a 'tot' of any kind, thank you very much! I! Am! A! Woman!" She harrumphs, despite the thinly veiled fear in her eyes that she may have just seriously injured some random stranger. 'Shit, shit shit!' She silently curses. 'Who the hell is walking around if they're that fragile?' She wonders.

"If it hurts, then it hurts, Tater Tot. Didn't your parents ever tell you that you don't get to decide how much you hurt someone?" Gene scolded, her grimace lightening up a bit but the tears still shining in her eyes. It seemed after the initial impact, it wasn't that bad. Still a bit of throbbing, though. Ow... It seems doing nothing but walk or stand since morning had taken a bit of a toll on her legs? Something like that? She wasn't a doctor. She was, however, qualified to tell people off, which she continued to do as she pouted with tears in her eyes, "And how can you go around kicking people in the shins for making an honest mistake? I admit, it's cute now that I think about it, and you're kind of cute now that I look at you in this way from down here, but you still shouldn't hit people."

She scoffs and rolls her eyes. "I kicked you in the shin because you keep mocking me for being literally child-sized. It's not like I want to be this short, ya know! Plus, it was the only place I could reasonably hit..." She then crosses her arms and turns her head away. She could easily walk away, but chooses not to for whatever reason. Then, as if she has had an epiphany, she nudges her Cleffa forward. "I know how to resolve this: we fight. Since you're 'injured', I won't even step in personally. Just one Pokemon apiece, and a wager." She gets this evil mischievous glint in her eyes. "If I win, you stop calling me 'tater tot' or any variation thereof. My name is Emiko, and I expect it to be used."

"Hm... Okay then. Then, if I win," Gene gives her wager as she stands up and dusts herself up, "I get to keep on calling you Tater Tot or whatever other pet name I like. How does that sound, Emi-chan?".
She gives Birthday a meaningful look, but unfortunately, Birthday isn't familiar enough with Gene to know what she wants. Thus, Gene has no choice but to outright declare, "I'll use my Pichu if you'll use your Cleffa? Does that sound fair?".
"Oh yes. I'm Gene, by the way. A pleasure to meet you."

Emiko grumbles. "At the very least use -san if you must shorten my name. I don't allow anyone to call me -chan!" She waits a moment, then agrees that Pichu vs Cleffa is a fair battle.

Gene - 10 Pichu - 10
Stepping away a bit to create enough room for a battle, Gene began with a round of Focused Training as she sent out Pichu with a shrug of her shoulders. "Attempt number two, Pichu. Let's see if we can do better this time. Let's start with a welcoming gift?".
At the same time, she used a swift action to quickly record the Cleffa on her Snapchatot page. She'd elaborate on this encounter on her social media and archive it in her private diary later.
Pichu, per Gene's suggestion, attacked with a Present. AC: sqKKWu3I1d20+2 Effect: 1d6 Damage: 2d8+10+12 Reroll because I forgot I can't have two numerical values: 2d8+221d20+2·1d6·2d8+10+12·2d8+22

At first, it appears Pichu is just able to fight it off. However, before it can raise its fist to hit the Cleffa, it dozes off asleep in the end.
Gene shouts at Birthday from the sidelines. "Come on, Birthday! Wake up! Rise and shine!" trying to inspire(d training) him awake.
