As soon as Victoria enters the Gym, she is given the rundown on how the Gym Challenge works. You must make your way through the castle, battling as many trainers as possible. In order to challenge Clair for the Rising Badge, you must defeat a minimum of three Gym Trainers. They also inform Victoria that Clair also has "secret" methods for deciding how she fights challengers. They're deliberately vague about what that means, which gives Victoria a bad feeling. Thankfully, she gets challenged right away. By the person explaining things no less! They've got two Pokemon, and they're gonna kick Victoria's ass!
