Also Binding Capricious Whirl to Lowe. -2AP (Bind) Battle Conductor may allow sharing it with two other allies, but I couldn't find the section detailing them in the Core book. Swift Action used, either way. IF Capricious Whirl can't be bound to 3 allies, using a Shift action (Complex Orders) to apply Focused Training (Orders) to two other allies.
