I realize that a bunch of these descriptions are very short and even more vague, if you want more info, just ask.
Arrival of the Stranger
The Silver Coast is different from most regions in that it doesn't have one unified government. Instead it is ruled over by several influential City States, some of which control smaller towns nearby. This has of course led to violence and near unceasing wars, at least until about a century ago, when a pair of extremely powerful, and hitherto unknown Pokemon came crashing out of the sky, locked in combat. They landed Northeast of Black Bay and began destroying the land around them as they continued their battle.
The rulers of the area gathered together, each one fearing that one of the others had called down these beasts. When it became obvious that this wasn't the case they set about trying to find a solution. Sadly they fell to petty infighting rather quickly and it was only the appearance of a stranger that caused them to stop.
This stranger, clad in chainmail and carrying a sword and spear came to the rulers atop a monstrous sea serpent, even larger than a Gyarados. He told them that the two beasts that where fighting where from his land, and that they were called Saskwara and Wendigra. He told them to gather all of their warriors and to meet him where the beasts where fighting.
The army of warriors gathered just outside of the battleground of the Legendary Beasts, watching the stranger. He had made three circles on the ground and had placed a weapon in each, a Bow, a Spear and a Mace, then he began to chant. As he chanted Lighting, Ice and Fire began to erupt in pillars from the circles, eventually taking on the shapes of three wolves. The three wolves ran towards Saskwara and Wendigra, but did not attack. Instead they began running around them, each wolf leaving a trail of its element, which began to wind around the others until it formed a solid band.
The warriors stood tensely, waiting for the Stranger's order, but it never came. Soon they heard three roars in the distance. Raikou, Suicune, and Entei ran out of the mountains and began running around the circle that the wolves had created, only in the other direction. Soon a second band had formed around them, this one lifting up the smaller one. The smaller one latched itself on to Saskwara and the larger one restrained Wendigra, shrinking both Pokemon as they struggled, until they where unconscious and no larger than dolls. Then the Stranger picked them up, put them in his bag and sent the wolves back from whence they came.
Before he left, the rulers asked him why he had them summon their warriors if he could have handled it alone. He only shrugged and said:
"To witness."
And then he was gone.
Founding of the League
The rulers of the varying City States had tried to puzzle out what the Stranger had meant when he had said "To witness", and when none of them could figure it out, they had asked others, until this question united them. Eventually, one of the warriors, a woman named Lysandra Drell, said that it was to Witness the destructive power of the Legendaries eternal war, so that they could realize their own folly.
This seemed like a satisfactory answer and so the rulers of the City States signed Non-Aggression Pacts with one another, as they had all lost their taste for war.
Several years went by and tensions had been steadily increasing between the Alliance of the Silver Mountains and the Coalition of Fife. All attempts at mediation had failed and it looked as if war would break out. That was until Lysandra Drell, Grand Chaplain of the newly founded Order of Three Elements, intervened. She gave them a better way to solve their differences over open war. She proposed that each side bring forth its 6 best warriors and that they battle it out, the winner also winning the dispute.
Each side agreed to these terms and the first League Tournament was held, with the Silver Mountain Alliance the victor.
Modern Silver Coast
The modern Silver Coast is now a, fairly, peaceful area, since most large scale arguments that can't be mediated are solved via Pokemon battles. Thankfully the possible loss of standing is enough of an incentive to stop the City States from solving all of their problems this way. It has also led to a budding Pokemon League, as the Trainers that each City keeps on call need something to do in between Grudge Matches.
Currently tensions are once again brewing between the Silver Mountain Alliance and the Coalition of Fife. The Three Island Alliance has so far been able to keep things calm, but a Grudge Match looks like its in the near future. Thankfully the other Cities have stayed out of it, as its not worth getting dragged into as its nothing more than a long standing fight over pasture rights.
The Order of Three Elements is the primary "religion" of the region, with another Order, the Order of the Stranger, being the second largest. The Order of Three Elements preaches peace and trains the mediators that rule over matches and help to settle inter city disputes. The Order of the Stranger is nearly the opposite, they seek to emulate the Stranger, a wandering warrior who helps those he comes across.
While the two Orders are fundamentally different, they are reasonably amicable.
Recently, there have been attacks in the wilderness by a group calling itself the Black Claw. No one is entirely sure what they want, but they are violent and ruthless.
