Here's a thread for me to rattle off questions while I learn the system, so please bare with me.
Is there an official process for playing a gijinka (specifically a human/pokemon hybrid)?
Is there a system or at least a good direction for setting up hero/villain organizations? Features or w/e that would be good for having resources, support, and/or bonuses for battles involving said groups?

I don't recall if the GM section of the core book has advice *specifically* on setting up evil teams, but you can probably apply general advice about things like gym battles or bosses there.
For ideas for specific trainers, try looking in the Trainer Archetypes section right after the character creation stuff - it starts on page 24. It's a little out-of-date (i.e. still references classes and mechanics from the previous edition) but still helpful. The Thug and Thief archetypes work well for grunts, researcher types might be the Mad Scientist or Occultist, and admins and leaders would naturally mix in something for their personality (for instance, someone focused on being a criminal mastermind like Giovanni fits Tactician, a high-society type like Lysandre would be more of the Gentleman, or someone with a powerful connection to a legendary like N could be the Mystic).
Special mechanics for fighting organizations aren't really something that's gonna show up in the PTU books - they're pretty setting-agnostic, generally (as long as the setting has Pokémon), so you're not going to find something like the story-based feats or traits Pathfinder has, for instance. "Team Rocket kidnapped my brother" is something you work into your backstory for a hook, rather than a feat that might give you a bonus (though if you've been training to fight them ever since it's a decent reason to up something like Command, Focus, or Intimidate as part of your Background). Obviously if a GM wants to homebrew such feats, they can, it's just not likely to ever show up in a core book.

Eh, something like "team rocket kidnapping my brother" being a feature would be kinda ridic lol. I'm gonna try brewing some stuff after I'm done reading the edges and features as I realize a Team Class would probably be too limiting.

People around here are pretty accommodating to new GMs. And sometimes the best way to learn is just as you go. I didn't really have any games (that lasted more than a few posts) under my belt before deciding to GM, but that game is still going on strong more than a year later. If you have what you think is a good idea for a game, I'd advise at least giving some consideration to running. Even just planning things can help.
Also, yea, we tend to discourage game requests around here, otherwise they just tend to lie around, being useless. It's rare that a GM takes up a game that they didn't devise themselves, and rarer still that those games last. A GM has to really be invested in an idea, and someone else's vision, we've found, doesn't tend to inspire those same feelings required to keep a campaign going. So, yes, that's why we don't have a place for people to look for GMs.

Thanks for the explanation, makes more sense and doesn't come off a rude.
But neigh, as you said DMing takes a certain level of dedication that I'm not ready for yet.
Also, it ain't much of a vision, I simply want to play a sci-fi format.
